The EMI filters on the Sega Saturn are known to go bad. If you have issues such color smearing on your screen, you may need to replace the filters. You can either buy compatible 3 pin 100pF EFI filters or borrow ones from the nearby communication port and bridge pads 1 and 3 from the spot you took filters from.
