In the absence of a proper guide here is a working method that may not be the best method. The best method may be to use DolcePolce, but the below instructions also work.

  1. Download Whitelister v.1.1 from https://wololo.net/talk/viewtopic.php?f=116&t=46154 or https://vitadb.rinnegatamante.it/#/info/178
  2. Transfer the vpk file to your PSTV's storage via any method (VitaShell + FTP is nice)
  3. Launch VitaShell
  4. Navigate to the vpk file, press X, choose the option to install
  5. Quit VitaShell
  6. Launch Whitelister which will immediately close itself, this is normal.
  7. Launch your game!
