Some apps, like Netflix, can be accessed using a special modified pkg that removes the PSN connection requirement. The apps are created through a combination of param.sfo editing and providing proper auth_info to app eboots/binaries. The app placement category must be set to 0 (or 00 if using a hex editor) to prevent the app from installing to the "TV & Movies" category on the main menu. This bypasses the PSN account requirement necessary for non-activated consoles to use media apps. Certain apps require additional patches via reverse engineering.
